The OSD DOT&E Joint Test and Evaluation (JT&E) Program Office (JPO) is located in three different locations in two different states. The JPO develops Joint Tests and Quick Reaction tests (QRTs) to solve interoperability issues between the services with a final product of new Tactics, Techniques, and Procedures (TTPs). Qi Tech has a core group of technical specialists, collectively called the Joint Test Support Cell (JTSC), which includes Test Planners, Modeling and Simulation (M&S) Engineers, Analysts, and Operations Research Systems Analysts (ORSAs). The Qi Tech JTSC members review Joint Test and QRT nominations, develop Joint Feasibility Studies, develop the test plans and train the military services testers on methodology for conducting Joint Tests. We develop test requirements such as KPPs, MOEs/MOPs, program test plans, test conduct, data collection, technical risk, storage, analysis, reporting, facilities, and budget. We review Feasibility Study Reports (JFSR), Program Test Plans (PTP), selected Detailed Test Plans, and Final JT&E Test Reports.
Our support staff provides the necessary functions to allow the technical staff to perform their duties and includes information technology (IT) personnel that run two secure data analysis centers, facility management, property management, logistics, software, budgeting, contracts, graphics and web design, technical editing, library control, and office operations. QI Tech’s IT Team at the Suffolk, VA facility, oversees a secure dedicated network operations center that enables employees to reach the DoD Global Information Grid, the NIPRNet, SIPRNet, and Joint Worldwide Intelligence Communications System (JWICS). Our JT&E JPO IT Team has implemented the following Standards and Programs at JT&E Suffolk: VMS; DIACAP; IA Implementation DoD Instruction 8500.2; DISA STIGs. Additional tools used to secure and operate the JT&E network included Host Based Security System (HBSS), SCCVI, and SCRI.
